DESCRIPTION:
The aim of the course is to introduce students to the basic features of the process of creation and implementation of EU policies, the content of these policies, and in general with the consequences of the process of Europeanization of public policy. The prerequisites of the course requires knowledge of the basic narrative of the policy analysis. In addition, it is partly linked to the standard literature on the political system and the political economy of the EU.
The course is divided into two parts. In the first part (meetings 1-6) are considered institutions, actors and processes related to the formulation and implementation of public policies of the EU, the concept of Europeanization as a broad framework for understanding transformation of EU public policies, EU budget and the mechanisms of coordination economic policies in the EU.
The second part of the course (meetings 7-11) discusses the specific policies created in the European Union, and the process of Europeanization of key public policies which are the exclusive competence of member states (education policy). In addition, on the basis of service learning methods, the course will analyze EU environmental frameworks and the level of harmonization between Croatian laws and practices, and EU legislation in the area of environmental policy.
In carrying out the first part of teaching was applied phase narrative of the process of creating a policy, based on an analysis of actors, goals and instruments of particular EU polices. The second part deals with all key EU policies, in addition to policies that are to a greater or lesser extent already covered by other courses to study political science (policy of the internal market and competition, trade policy, foreign and security policy, justice and home affairs). Each individual policy is discussed with regard to the role of the actors involved in its design, the instruments it uses and the objectives which it is achieved.
Based on the knowledge provided in this course, students can get a complete picture of the way in which takes place the policy making process of the EU, and a number of useful knowledge about the institutional and content features of individual policies. In addition, students receive basic knowledge about the achievements of the Europeanization of certain public policies, including those that still have the highest competence of the member governments.
