DESCRIPTION:

The course objective is to introduce students to the actors, processes and institutions involved in creating US Foreign Policy. International sources of US foreign policy, international relations and foreign policy models, as well as complex bureaucratic processes and their interdependence are analyzed. The role of the President and Congress in the creation of foreign policy is studied, as well as the role of bureaucracy, the impact that individualss, the media, the domestic public, the military and the intelligence have had in foreign policy decision making. The course aims to identify themes, processes and patterns of US foreign policy from the late 19th to early 21st century; analyze processes, dynamics and elections in foreign policy decisions in the USA, use case studies to apply critical, conceptual and theoretical tools in assessing processes in US foreign policy, and enable students to think critically and to analytically approach issues. Students are expected to develop the ability of critical thinking and normative assessment of political institutions, processes and content of US foreign policy. There are questions as to why the US foreign policy makers have chosen a certain direction of action? What were the effects of such policies on the United States and the international system? How were American foreign policy doctrines shaped? How did US foreign policy change from the 19th to 21st Century?
By combining practical and theoretical knowledge students are able to analyse American foreign policy from the perspective of methods, techniques and resources. On seminars students apply adopted theoretical knowledge by simulating bilateral and multilateral negotiations related to the creation and implementation of the US foreign policy (such as a session of the National Security Council or UN Security Council meeting), and presenting US foreign policy decisions in contemporary international circumstances. Within the course, students are working on a research project aimed at presenting the mandates of 18 US Presidents through a critical analysis of three components: pre-election campaigns and elections; State of the nation speeches and inaugural speech, as well as the foreign policy strategy towards the key world regions (Middle East, Asia and Pacific, Europe, Latin America). This enables independent understanding of all levels, processes and actors involved in the foreign policy making.
